In a candid interview on Dutch radio station BNR Nieuwsradio’s Boekestijn & De Wijk podcast, State Secretary for Defence Gijs Tuinman dropped a line that has sent shockwaves through defense circles on both sides of the Atlantic. “I’m going to say something I should never say, but I’ll do it anyway,” he declared. “Just like your iPhone, you can jailbreak an F-35. I won’t say more about it.”
Tuinman wasn’t speaking in hypotheticals.
He was responding to pointed questions about the Netherlands’ (and Europe’s) heavy reliance on U.S.-controlled software for its fleet of F-35 Lightning II stealth fighters. The Netherlands has bet big on the F-35 as its sole frontline combat aircraft, having retired its F-16s. With dozens in service and more on order, any disruption to American software updates, mission data files, or sustainment systems could ground the fleet or severely degrade its capabilities. Tuinman downplayed the immediate risk. He noted that the F-35 is a “joint product”โBritish Rolls-Royce engines power it, and European partners contribute to assembly and components. Even without fresh U.S. updates, he argued, the jet in its current configuration remains superior to alternatives. But he left the door open to a drastic contingency: if push came to shove, Europe could find a way to operate the aircraft independently.
When pressed on whether Europe could modify the software without U.S. approval, Tuinman replied cryptically: “That’s not the point… we’ll see whether the Americans will show their true colors. “The F-35’s
Software Trap: Designed for Dependence
To understand why this remark lands like a bombshell, you need to grasp how the F-35 works. This isn’t just a fighter jetโit’s a flying supercomputer, a “system of systems” with over 8 million lines of code. Its power comes from constant software updates that refine stealth signatures, integrate new weapons, update threat libraries, and enable networked warfare. At the heart of it all is the Operational Data Integrated Network (ODIN), the successor to the controversial ALIS system. Mission data files (MDFs)โthe digital “brains” that tell the jet how to detect, classify, and defeat enemy threatsโare processed exclusively in a U.S. Air Force facility at Eglin Air Force Base in Florida.
Cryptographic keys, software patches, and even basic logistics data flow through American-controlled channels. This architecture was never accidental. The U.S. designed the F-35 program (a massive multinational effort involving nine partner nations) to maintain strategic leverage. Allies get world-class capability, but the U.S. retains the master keys. As one Dutch investigative report put it, “America sits at the controls.
“European operators have long grumbled about this. Recent documentaries and leaks have amplified fears of a so-called “kill switch”โnot a literal remote off-button, but the ability to throttle updates, restrict parts, or degrade performance in a crisis. With tensions rising over U.S. policy under the current administration, those fears have moved from fringe speculation to mainstream defense planning.
Why Now? The 2028 Deadline and the Shadow of Trump
Tuinman’s comments didn’t come out of nowhere. They were part of a broader discussion on Europe’s preparedness for a potential Russian assault on NATO by the end of 2028โa timeline Dutch and allied intelligence have been fixated on. The Netherlands, like much of Europe, is racing to bulk up: more F-35s, Tomahawk missiles, air defense systems, and a larger army. The subtext is clear: What if the Americans aren’t there when we need them?Tensions in the transatlantic alliance have simmered for years, but they’ve boiled over recently. Concerns about U.S. commitment to NATO, trade disputes, and diverging views on China and Russia have European leaders openly discussing “strategic autonomy.” For air power, that means reducing dependence on American platforms. The Netherlands isn’t alone. Germany has voiced similar worries about F-35 software. Denmark’s defence committee chair has publicly regretted the F-35 purchase over sovereignty issues. France and Germany are pouring billions into indigenous alternatives like the FCAS fighter program. Even the UK, a close partner, has pushed for more control over its F-35 fleet.Tuinman’s “jailbreak” remark is classic strategic signaling. By floating the idea publiclyโand in such a memorable, tech-savvy wayโhe achieves several things:
- Reassures the home front: Dutch taxpayers and parliamentarians worried about vulnerability get a dose of confidence.
- Warns Washington: Don’t take European dependence for granted. If the U.S. weaponizes software access, there are workarounds.
- Advances the autonomy agenda: It normalizes the conversation about European self-reliance in high-tech defense.
Could You Actually “Jailbreak” an F-35?Technically speaking, the analogy to iPhone jailbreaking is both clever and imperfect. Jailbreaking an iPhone involves exploiting vulnerabilities to bypass Apple’s restrictions. Doing the same to an F-35 would require reverse-engineering encrypted software, developing alternative mission data tools, and integrating them without breaking the jet’s flight-critical systems.Is it possible? In theory, yesโespecially for non-core functions like threat libraries or data fusion. Israel, a non-NATO F-35 operator, has reportedly modified its aircraft extensively with indigenous systems. European nations already have some limited access to code for maintenance purposes.But the risks are enormous:
- Safety and performance: Tamper with the wrong module, and you could compromise stealth, avionics, or even flyability.
- Legal and contractual: It would almost certainly void warranties, trigger U.S. export control violations, and fracture the multinational sustainment network.
- Sustainability: Without U.S. supply chains, parts shortages could follow. The F-35’s global logistics ecosystem is U.S.-centric by design.
