Rep. Tim Burchett (R-TN) has accused fellow members of Congress of engaging in a scheme where they award no-bid contracts to military (defense) contractors and then purchase stocks in those companies shortly before the contracts are publicly awarded or announced.

According to Burchett, this practice has allowed some lawmakers to achieve returns of 500-600% on their investments, with examples tied to U.S. aid and replenishment efforts during the Ukraine war.
In a widely circulated clip (originally from an appearance discussing congressional stock trading), Burchett described the process: When aid like missile defense systems was sent to Ukraine under the Biden administration, it depleted U.S. stockpiles, leading to massive no-bid contracts to replenish them (often multi-billion-dollar deals). He claimed some members of Congress bought shares in the relevant defense contractors “as soon as a couple of weeks before the president officially made that announcement,” profiting handsomely from the subsequent stock surges.
Burchett has framed this as part of broader insider trading and corruption in Congress, calling the system “crooked as a dog’s leg” and arguing that war boosts business for these contractors—and apparently for lawmakers’ portfolios—but harms the country overall. He has repeatedly pushed for banning individual stock trading by members of Congress (and often their families), including through bills and discharge petitions, to eliminate such conflicts of interest. He has emphasized that public service should involve sacrifice, not personal enrichment via privileged information.This claim aligns with Burchett’s ongoing criticism of congressional stock trading, where he has highlighted high-volume trades (e.g., hundreds per year by some members) and called for reforms like forcing lawmakers to use mutual funds instead.
