China’s Secret Spy Bases in Cuba & Canada Threaten U.S. Security
The Chinese Communist Party (CCP) made a firward operating base (FOB) on Canada’s Prince Edward Island (P.E.I.), located about 250 miles from Maine and under 500 miles from the U.S.
From the Taiwan-based China-trained Buddhist group Bliss and Wisdom, led by Master Zhen-Ru, which has acquired 17,000 acres of land and amassed $500 million in assets—despite vows of poverty—via shady corporations, money laundering, elite capture, and Canada’s Provincial Nominee Program to import unskilled laborers, potentially housing thousands.

Drawing from the 2025 book Canada Under Siege: How P.E.I. Became a Forward Operating Base for the Chinese Communist Party by former RCMP investigator Garry Clement and ex-CSIS officer Michel Juneau-Katsuya, as well as National Post, CBC reports on unregulated land buys and possible private hospitals or police stations, and concerns over Chinese farmland purchases, Canadian government complicity, links to broader CCP tactics like global secret police stations, and notes a related 240-acre wellness resort purchase in New York’s Catskills.
China has established a significant intelligence presence in Cuba, primarily through facilities used for signals intelligence (SIGINT) collection, which U.S. officials and analyses have confirmed as operational since at least 2019.
Reports from sources like the Center for Strategic and International Studies (CSIS) and U.S. government statements identify multiple sites across the island—such as Bejucal, El Salao, and others near Havana—where China accesses or operates electronic eavesdropping capabilities. These installations enable monitoring of U.S. military activities, communications, and regional operations, given Cuba’s proximity (roughly 90-100 miles from Florida).
Recent satellite imagery shows ongoing upgrades and expansions at these locations, raising concerns about China’s growing strategic footprint in the Western Hemisphere as part of broader efforts to counter U.S. influence. While China denies direct military bases, the facilities represent a form of forward intelligence access that poses security challenges to the United States.
In contrast, claims of a Chinese “forward operating base” (FOB) in Canada center on allegations of non-traditional influence and hybrid warfare rather than overt military installations. A 2025 book titled Canada Under Siege: How P.E.I. Became a Forward Operating Base for the Chinese Communist Party, co-authored by former RCMP and CSIS officials, argues that Prince Edward Island has become a hub for Chinese Communist Party (CCP) activities through groups like Bliss and Wisdom—a Buddhist organization with alleged United Front ties—facilitating land acquisitions, financial flows, and potential money laundering. These claims have prompted calls for inquiries into foreign interference, with concerns extending to broader CCP operations in Canada, including espionage and elite capture.
