History and social media highlight the last Shah’s (Mohammad Reza Pahlavi) historical legacy of repression, torture and murder through SAVAK, the secret police notorious for torture, arbitrary arrests, and human rights abuses that fueled the 1979 Revolution. The 1979 revolution killed 60,000 people. Mohammad Reza Pahlavi died in Exile in Egypt in 1980. His song, Reza Pahlavi’s appearance sparked controversy, with some accusing the conference of platforming a figure tied to that authoritarian past while barring current regime representatives.

Reza Shah II, gave a speech at the Munich Security Conference in February 2026, where he addressed Iran’s ongoing protests, called for international intervention to support regime change, urged world leaders including U.S. President Trump to help secure Iranian freedom amid brutal crackdowns, and outlined a vision for a secular democratic transition without descending into post-invasion chaos like Iraq’s.

Inside SAVAK – Torture, Fear, and the Shah’s Dark Legacy

The Pahlavi dynasty (often spelled Pahlevi in some transliterations) was Iran’s last royal family, ruling from 1925 to 1979 and marking a transformative yet turbulent era of aggressive modernization and secular nationalism. Founded by Reza Shah Pahlavi, a military officer who seized power in a 1921 coup and deposed the Qajar dynasty, the regime drew its name from ancient Middle Persian Pahlavi scripts linked to Iran’s pre-Islamic Sasanian heritage. Reza Shah centralized authority, built infrastructure, reformed the military, and promoted Western-style education and women’s rights while suppressing clerical and tribal influence. His son, Mohammad Reza Pahlavi, ascended the throne in 1941 after Allied forces forced Reza’s abdication during World War II; he continued modernization through initiatives like the White Revolution in the 1960s, which included land reform, industrialization, and expanded education and suffrage. However, authoritarian governance, perceived corruption, rapid Westernization, and alienation of religious and traditional groups fueled widespread discontent, culminating in the 1979 Islamic Revolution that overthrew the monarchy and ended over five decades of Pahlavi rule.

The SAVAK: Iran’s Brutal Secret Police and Torture Machine

SAVAK (Sâzmân-e Ettelâ’ât va Amniyyat-e Kešvar), the secret police and intelligence organization of Pahlavi Iran, was established in 1957 under a national security law during the reign of Shah Mohammad Reza Pahlavi, with significant assistance, funding, and training from the CIA and other Western allies to counter communist threats and internal opposition in the Cold War context. Tasked with protecting the monarchy through extensive surveillance, informant networks, censorship, and internal security operations, SAVAK grew into a pervasive and feared instrument of repression, notorious for arbitrarily arresting, imprisoning, exiling, and torturing political dissidents, often in facilities like Evin prison. Its brutal tactics, which transformed Iran into what many described as a police state, generated widespread public resentment and fear, ultimately contributing to the anti-Shah sentiment that fueled the 1979 Iranian Revolution, after which SAVAK was dissolved by Prime Minister Shapour Bakhtiar, though elements of its structure and personnel were later absorbed into the new regime’s intelligence apparatus.

SAVAK (Sazeman-e Ettela’at va Amniyat-e Keshvar), the notorious secret police and intelligence agency of Pahlavi Iran under Shah Mohammad Reza Pahlavi, became synonymous with systematic human rights violations through its ruthless suppression of political dissent, often involving arbitrary arrests, prolonged incommunicado detention, unfair trials lacking due process, and widespread torture to extract confessions or break opponents. Established in 1957 with significant CIA and MOSSAD assistance for training and methods amid Cold War anti-communist priorities, SAVAK operated a vast network of surveillance and informants that permeated society, creating an atmosphere of pervasive fear where even mild criticism could lead to imprisonment or exile. Reported torture techniques—documented by Amnesty International in the 1970s as placing Iran among the world’s worst violators—included bastinado (severe beating of the soles of the feet), electric shocks (often applied to sensitive areas or via devices like cattle prods), nail and tooth extraction, sleep deprivation, mock executions, cigarette burns, suspension or hanging upside down, insertion of objects (such as broken bottles or boiling water into the rectum), heavy weights on genitals, rape, and psychological humiliation like forced nudity or threats to family members. These brutal practices, frequently carried out in facilities like Evin Prison, not only inflicted severe physical and mental suffering but also fueled deep public resentment, contributing significantly to the mass opposition that culminated in the 1979 Iranian Revolution, after which SAVAK was dismantled amid accusations that its methods had transformed Iran into a police state rife with injustice and cruelty.
