According to a Wall Street Journal report, President Trump has repeatedly “promised” mass pardons to his top administration officials and staff before leaving office, telling advisers in one recent meeting that he would pardon “everyone who has come within 200 feet of the Oval”.

A President can pardon staff members, but a President cannot pardon themselves. As Per “no one may be a judge in his own case”.
