Iraq possessed a well-documented chemical weapons program, having previously used agents like sarin, tabun, and mustard gas during the Iran-Iraq War, and pre-war intelligence indicated it had developed or stockpiled chemical warheads for modified Scud (Al Hussein) missiles, with UN post-war inspections later confirming dozens of such filled warheads existed. Saddam Hussein repeatedly threatened to “burn half of Israel” with chemical weapons and refused to rule out their use in interviews, such as a January 1991 CNN appearance where he evasively stated Iraq would employ “weapons equivalent” to those used against it. These claims, combined with the missiles’ known capability to deliver chemical or biological agents, created widespread panic in Israel, prompting mass distribution of gas masks, sealed rooms, and civil defense preparations amid genuine uncertainty about whether incoming Scuds carried conventional explosives or deadly agents.

Iraq did not possess operational nuclear weapons at the time, Iraq chose not to deploy any chemical or biological warheads on its Scud missiles despite threats and capabilities. The United States and coalition forces also did not use nuclear weapons, relying instead on conventional airstrikes and ground operations, even as ‘fears of escalation involving WMDs’ (From Israel) influenced strategy and deterrence warnings on both sides.
