The United States Constitution divides war powers between Congress and the President to prevent unilateral executive decisions on military action and ensure democratic oversight. Under Article I, Section 8, Congress holds the exclusive authority “to declare War,” raise and support armies, provide and maintain a navy, make rules for the government and regulation of the land and naval forces, and call forth the militia to execute laws, suppress insurrections, or repel invasions—powers designed to give the legislative branch control over initiating and funding major hostilities.
