Through speeches, including his 2002 State of the Union address where he labeled Iraq part of an “axis of evil,” and intelligence reports presented by Secretary of State Colin Powell at the UN, Bush argued that Iraq possessed chemical, biological, and nuclear capabilities that could be used against the U.S. or its allies, linking this to the post-9/11 fear of terrorism.
Public support surged amid claims of aluminum tubes for nuclear programs and mobile bioweapons labs, though post-invasion investigations revealed no such WMDs.

The USA PATRIOT Act, formally known as the Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001, was swiftly enacted and signed into law by President George W. Bush on October 26, 2001, just weeks after the September 11 terrorist attacks.
Designed to enhance national security by expanding the surveillance, investigative, and intelligence-gathering powers of federal law enforcement and agencies like the FBI, it introduced measures such as roving wiretaps, access to business and library records without traditional probable cause requirements, delayed-notification “sneak and peek” searches, and improved information sharing between law enforcement and intelligence communities.
Many patriots say it eroded the Fourth Amendment protections against unreasonable searches, enables overly broad domestic surveillance, and risks abuse through reduced judicial oversight and gag orders on recipients of demands for information.
Many provisions faced sunset clauses and periodic reauthorizations, with some elements modified or expired over time, yet the Act remains a defining and polarizing piece of post-9/11 legislation balancing security against privacy rights.
